Mouse Rate 1.0

This little program measures and displays the mouserate, i.e.
how often the mouse sends information to your computer.
It just measures the time between two "MW_MOUSEMOVE" messages
and calucates the frequency.

Tested on Windows 95 and Windows NT.

PS.:
On Win NT there is a registry key
"HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\i8042prt\Parameters\SampleRate"
which could control the rate of a PS/2 Mouse. It defaults to "60".
But if I change this, nothing happens, the rate still is 60Hz, at least at
my computer.
If you know how to change the Mouserate on NT, please let me know.
